Martin Lewis's Advice on Topping Up Pensions

I do recall something though where under the social security coordination rules, contributions in each member state can count towards qualifying for the minimum number of years to receive a pension in each state.

So e.g. if the minimum number of years is 10 in France and UK, and someone has 9 years in each country, they do get pensions in each country because 9+9 = 18.

They’d get 9 years pension from each country.

Am I imagining this? - if so it seems totally against the spirit of the co-ordination rules in the first place - that workers exercising freedom of movement are not penalised for social security benefits.
