Having sold our cottage may 2024 we are still getting billed for the rubbish taxes and the Fonciere and Habitation. I was aware that as I was in the house 01/01/2024 i had to pay out the year. But am still being charged. My Notaire sent the proof of the house sale and the new owner is paying their taxes as well but attempts to get this sorted have so far failed. As I don’t speak enough French I need to e mail them using google translate to explain the problem.

Send them a message via your espace client. That is the way to communicate with the fisc because it is secure, email is not.
Presuming if you are no longer resident you have closed your personal account so can’t use that? If you scroll down through this you will be able to identify your SIP (service impôts public) from your post code. And clicking on their name will lead to a contact area that gives the email.

Actually If you set up monthly payements then it is up to you to cancel that arrangement, it does not happen automatically.
Our Notaire sent the relevant information that they requested to close the account, she has even contacted them again but they still are taking monies.
It is not like a direct debit. Only impôts can cancel a prélèvement.
As far as the bins go, it seems like the Chalus com com runs the service, so if that’s who used to bill you perhaps get on to them, they may then get on to the impots. They seem to have a section on their website with an online form to tell them you’re moving. Assuming these are the people who handle it where you were, obviously I’m just going from you saying Chalus.
