Subtleties perhaps. I wasn’t persuaded that your argument of optimising exchange rates on transfers of pension payments was strong enough to demand  a UK account.

If, as you say, it is impossible in practice for someone without a UK account, but with a reasonable reason for wanting one is unable to open an account and it is, or has become, an issue which is demonstrably causing hardship for large number of people then I think I would easily swing to your position.

My assumption was that it was reasonably easy to open such an account, or to retain a pre-existing UK account.

For those in the EU this is very much a Brexit issue because those banks who have closed, or threatened to close, accounts have cited lack of EU passporting for financial services (or maybe used it as an excuse).

No, they are not - but they do provide an account where you can hold sterling and then transfer it to euro at a time of your choosing.

Which slightly begs the question of what you want - if you did successfully petition for the right to open a UK account it is likely that it would be some form of “basic account” with no credit facilities, so arguably not that different from what (eg) Wise offers.

@David_Spardo, I wonder if you could open an account with Starling (which does have a UK banking licence). Apologies if you’ve already thought of this and it wouldn’t suit.

I should make it clear, I am not looking to open a UK bank account, though I might need one one day if my own is closed unilaterally, I just want to oppose the view that we shouldn’t have a right to one, which is the current legal position.

So when I see that Sunak has suddenly jumped on a band wagon I was prompted to ask, as did @Ancient_Mariner, would/should that aid those of us living here in the EU. Not sure the legislation change promised would achieve that.

Coutts boss has now resigned.

GB news owner has made millions shorting Nat West stock - a big chunk of which is owned by the public, so any loss in value is coming out of our pockets.

Farage is a parasite who clearly does not care about killing his host.

And all just for Farage? Methinks it’s the “silly season” for news. When things get inflated in the press cos not much else is happening. And the two of them will do nicely in leaving package arrangements while Coutts and NatWest waste everyone’s time looking oh so politically correct…

All this fuss for someone who has been priveledged enough to have had a Coutts bank account for 40 odd years,which means he must have been a millionaire in his teens.Everybody up in arms about the bank closing someone,s account.Is anyone even aware of all the poor people that had their accounts closed due to something as stupid as Brexit,time that people woke up to the reality of all this.
