Just wondering if anyone has experienced delays in applying for a CdS being the spouse of a Euro national. We applied over 6 months ago, a number of emails has elicited the same reply that it’s been received and is with the correct department. A little frustrating as she wants to visit family in the UK, but currently has to travel with me!
Why do you think that? With a UK passport she can travel to and fro on the 90/180 restriction.

They might have a bit of explaining to do at border control, having been here for more than 6 months. Having said that, they should have a recipesse (sp) to confirm that their application is in and that serves as proof of legal residence pending issue of the CdS.
Did you try politely reminding the prefet that the 6 month turnaround is both EU and French law for this?

If it’s any consolation, a friend and ex-colleague who’s Irish with a British husband had a very long wait. Her husband applied to Strasbourg prefecture last January for a residence permit as the spouse of an EU national. He finally received it last week.
He was pleasantly surprised to see it’s valid for 10 years.
Do the prefectures still handle this stuff or do all applications now have to go through ANEF? I think I read something recently about the latter attracting a lot of criticism.
They all go through ANEF, but I believe the decisions are made at the prefecture.

Yes that seems how it works.
But sadly no enforcement or penalties as staff shortages and overdemand are acceptable get-out clauses.
I wonder why everything takes so long here.
A French friend last night was telling me it takes around 3 months just to renew a French passport.
I renewed my UK one in under 2 weeks.
I’ve been warned it could take 9
months to swap my UK driver’s licence for a French one. That’s quite incredible. The same procedure in the UK takes about 3 weeks.
Lack of staff, poor procedures, bad IT systems that are not integrated? Take your pick.
I got passport in about 3 weeks and woman at marie said I was lucky and my dossier must have just hit the printing schedule at right moment. My DL took forever, but OH’s more recently was spot on 6 months.
They could certainly save themselves some work by having better designed websites. I’m just trying to add my husband’s name to the carte grise but because the online procedure is so bad I’m now engaged in a time-consuming back-and-forth exchange with some nameless official. It’s like a painfully slow tennis match.
Even worse is the system for getting residents’ parking permits in Strasbourg. They’re supposed to be introducing a new method of means testing but it’s the usual cck-up. There’s a box to tick if you prefer not to disclose your income and are willing to simply pay the highest rate. They then ask you to upload a scan of your carte grise, utility bill and latest avis d’imposition.
I ticked the box and uploaded the documents. Only to receive a message a few days later, insisting that I send ALL the pages of the avis d’imposition.
On which, of course, your income is displayed.
I gave up and sent it. Wnkers.
Sorry, no idea what’s going on with my formatting. I’m useless with computers. Maybe I could get a job with ANTS.

on a similar matter, our Mairie gave one Brit a signed letter/Attestation confirming that the situation of that Brit. eg: Legally resident in commune/France and awaiting official docs… (it said something like that).
As it happened that piece of paper was not needed, but the Brit felt more at ease as he passed from country to country

I went through that earlier in the year. It took from the 20th of June until the 30th of July and it was only at the last step they asked me to pay for a completely new CG because my wife wasn’t on the original If I remember correctly it was over €400 (MB 350e), for in effect nothing. So I cancelled the request.
Thanks John. I took note of your earlier post which usefully confirmed what I suspected about adding my husband being treated as a change of ownership.
I thought I’d made it clear to them - by ticking the « Autres situations » box rather than « Marriage » - that I understood this change was NOT based on a recent marriage. And that therefore I would have to pay some tax.
I reckon it’ll be about €250 but, for peace of mind, I’ll pay it. It’s street parking only around here. So it’s important we can both drive the car immediately if one of us snuffs it. And my husband is useless at paperwork.
I wonder what they’ll ask for next. My husband’s licence, perhaps? The cat’s vaccination papers?

Yes, I dug into my (vast) filing and found out a little more.
They wrote to me on 26/07/2019 saying “*NB: For information, if your marriage took place before 20/09/2019 (date of registration of the vehicle in your name), then adding your wife will mean paying the price of a new vehicle registration document at the full rate, as adding the other spouse to the vehicle registration document for a vehicle that was initially registered during the marriage in the name of only one of the spouses corresponds to a change in ownership”.
Now we know and from now on we’ll register everything in both names.
Maybe that have other boilerplate that says “if you marriage took place after DD/MM/YY you need a new CG”. ANTS catch 22. 
So, assuming the new CG wouldn’t be extortionate, I sent in the last bit of info they needed and they sent me back a bill for €525.76 
Maybe the Var is expensive to register cars in? I notice all rental cars seem to be registered in 60, Oise.
Anyway, rather than pay that for, in effect zero benefit, we’re going to register the car in my wife’s name in Ireland and she’ll use when on trips to visit her Mum. That’s why we’ve replaced it with a little R5.
