Otherwise, perhaps Russian occupied bits of the Ukraine (or newly available, Ukraine occupied bits of Russia) I understand that despite there being less habitable property than previous, rates have plummeted.

However, should you want a dictatorial regime, with super cheap hotel prices and better restos, but without corpses in the street, Erdogan’s Turkey might be a convenient option.
